Overview

Duties And Responsibilities:

 

Consistently deal with issues of critical importance to the Deputy Assistant Secretary (DAS) of the Office of Security and Strategic Information (OSSI), on a wide range of issues, agency directives, administrative processes, and on managerial policies, theories, practices and procedures governing OSSI activities. The primary intent of this position is to provide assistance to the DAS and Associate Deputy Assistant Secretary (ADAS) in implementing the policy research and analysis agenda of OSSI.

 

Duties include, but are not limited to the following:

 

Provides advice and counsel to the DAS and ADAS in the development of short-term and long-term goals, policies, and plans that support the agency mission and its national security agendas. Works with OSSI management, and subject matter experts, while leading the development of internal and external policies relating to national security and OSSI business flow.

 

Provides advice and counsel to the DAS and ADAS in the development and execution of the agency's policy research and analysis agenda in support of agency and program priorities, and ensures adherence to standards of technical quality and policy consistency.

 

Leads the development of national security-related strategic plans and appropriate program performance goals, monitors progress towards those goals (and make course corrections as necessary), interprets overall policy and procedures to sustain operational efficiency and effectiveness, provides administrative and technical counsel to subordinate staff and peers, and facilitates intra- and interagency collaboration.

 

Exercises full range of delegated human capital management responsibilities. Monitors human capital program effectiveness including, but not limited to, leading strategic workforce planning and alignment efforts, instituting workforce development initiatives and analyzing and evaluating the annual Employee Viewpoint Survey (EVS) and making human capital recommendations to the DAS/ADAS. Responsible for ensuring that an effective program is in place to identify overall needs of the staff and that the needs are met in the proper timeframes.

 

Supports special projects and cross-cutting teams to accomplish strategic goals and objectives of the Department financial management community, collaborates across the Department, with OPDIV, and with OSSI, and negotiates with diverse groups to meet the Department's national security goals and objectives.

 

Manages the flow of policy-related documents and assignments through OSSI. Works closely with the DAS/ADAS to determine and adjust policy-related work priorities based on broad direction and goals set by the DAS and other officials.

 

Provides advice and counsel to the DAS on the development and use of rigorous evidence to inform of innovative policy and program improvements.

 

Monitors decisions, assignments and commitments made by the DAS/ADAS to ensure that decisions are implemented, assignments are completed and commitments are met, and help move them forward through the DAS and ADAS.

 

Coordinates, communicates and collaborates with counterparts across the Office of the Secretary and the Operating Divisions on the development of policy and guidance or clearance of documents or communiques that impact national security.

 

Exercises/develops an expert knowledge of the HHS organizational structure, and a thorough comprehension of priorities and ongoing actions affecting OSSI operations.

 

Reviews incoming documents for emerging national security policies from Congress, OMB, and HHS Secretariat level that may impact organizational ability to meet objectives.

 

Conducts comprehensive studies that typically involve the development of new approaches to identifying meaningful workload factors, performance quality levels, and determining accurate measurement techniques for evaluating progress.

 

Ensures that the DAS has complete, comprehensive, and timely input from all subordinate elements on actions and reports.

 

Brings strategic analysis results to the attention of the DAS to determine which functions can be initiated, modified, or eliminated.

 

Engages in a wide range of oversight actions to monitor administrative and operational functions, on behalf of the DAS.

 

Performs other related duties as assigned.
