Overview

REQUIRING ORGANIZATION

OBJECTIVE

 

The deliverables, integrated capabilities documents (ICDs), will guide decision making for expenditures and planning associated with development, acquisition, maintenance, and utilization of medical countermeasures against chemical, biological, radiological, nuclear (CBRN), natural hazard, and emerging threats; by providing sound and trustworthy estimates (founded in rigorous, objective, and comprehensive evidenced-based analysis) of the national, regional, and/or local operational capacities and capabilities to use medical countermeasures during public health or emergency medical responses to those CBRN, natural, or emerging threats.

 

Scope

 

The contractor will gather data, develop a model, draft narrative, conduct/participate in expert engagement, and provide to the Office of Policy and Planning, four integrated capabilities documents chapters and annexes, consistent with approved templates; satisfactorily modeled and informed by literature, evidence, data, experts; and within the timeline specified in 20 weeks from start date.

 

Skills

 

Candidate must have clinical experiance/hands on experiance within one of the 4 areas:

  • Vesicants - MCMs to pulmonary exposure – routes of administration

1. Nebulized/inhaled

2. Surgical delivery/pulmonary lavage procedure/delivery

  • Vesicants – MCMs to cutaneous exposure – routes of administration

Debridement as an MCM (laser/surgical, enzyme based) as part of

3. Topical application of ointment-like products or impregnated coverings

  • Nuclear detonation – MCMs to myelosuppressive doses of radiation

4. Intramuscular or subcutaneous injection in medical and minimal medical models

 

 

Knowledge and capabilities requirements

 

A qualified candidate ideally would have experience in many of the following areas, or equivalent education. Operational experience and clinical care experience are highly desired.

 

Knowledge

  • Emergency medical services and definitive care
  • Mass casualty response
  • Disaster planning and management paradigms (Local, State, Federal)
  • Effects of and treatments for chemical, biological, radiological, nuclear threats, emerging infectious diseases, conventional explosives
  • Epidemiology, public health, or related scientific background/ education
  • Administration of pharmaceutical countermeasures, diagnostics, vaccines, medications, equipment, etc.
  • Science-based policy and planning: using or developing objective approaches to literature research, evaluation, and translation into clear and concise policy recommendations, rationale, and plans
  • *Strategic engagement staff would have expertise in project management, coordination, and workshop planning and execution

BACKGROUND

 

Integrated capabilities documents (ICDs) are a component of the requirements framework that provide information on operational capacities and abilities, and limitations and constraints to using medical countermeasures (MCMs) during an incident response. They comprise analyses on the number of staff, amount of space and supplies, and capabilities of systems that translate into estimates of the number of MCMs that can be used via different routes of administration, for different threat scenarios. ICDs are a translation point for the estimates of need for stockpiling recommendations for MCMs, and they are vital to well-informed decisions on acquisition strategies for Strategic National Stockpiling that enable maximized life-saving during a response, but also judicious expenditure of public funds and adequate coverage for the myriad of potential threats.

 

The data requirements for ICDs are often sparse in the literature, which means development of a sound and trustworthy model to estimate operational capabilities relies on exceptional navigation of literature and other sources, innovative judgement to identify useful indirect data, and sound organizational skill and diplomacy to conduct strategic engagement with clinical experts and other response personnel to garner expert judgements for topics where data is limited or nonexistent.

***Can work offsite, does require a few on site meetings to get aquainted with team, when writing the ICDs and getting badged.
